Kelly Shaw-Sutherland
Deputy Director of Consulting & PM

Kelly is a trained social science researcher with nearly 20 years of experience working with and leading diverse teams across legal, technology, social, economic, and public health sectors to execute projects from planning to completion. She is passionate about translating research into actionable recommendations to advance social justice initiatives that bridge the gaps between education, research, practice and policy across sectors and systems. After working as a data analyst in Health Services Research for nearly a decade, Kelly joined Legal Aid of Nebraska as the Director of Research and Evaluation where she spent over eight years providing strategic leadership on data analytics, insights, and evaluations to advance the organization’s social justice mission. As Deputy Director of Consulting & PM with Just-Tech, Kelly brings a data-driven lens to her work and understands that successful change – social and organizational – does not come without hurdles, and evidence of what works results in lessons that can have a profound effect on continuous organizational growth and community impact.

Kelly received her BS in Political Science and Women’s Studies as well as her MPA in Public Policy from the University of Nebraska at Omaha.

Tony Lu
Senior Consultant

Tony has over 15 years of experience at the intersection of legal services and technology, with a career dedicated to expanding access to justice through innovative solutions. He began as an Open Society Institute fellow at the Urban Justice Center and later served as an immigration attorney at the New York Legal Assistance Group. At Pro Bono Net, Tony helped design and implement technology initiatives to support pro bono attorneys, and as a product manager at the Immigration Advocates Network, he led the development of online tools to guide immigrants through the naturalization process. He also served as Director of Pro Bono at Community Legal Aid SoCal.


As a Senior Consultant at Just-Tech, Tony has led projects in business process analysis, intake and case management design, LegalServer enhancements and SharePoint integrations, and document management policy development. His portfolio includes both statewide initiatives and individual provider projects, with a particular focus on collaborative referral networks and AI solution design for legal aid service delivery.

Tony holds a B.A. from the University of California, Berkeley, and a J.D. from NYU School of Law.

Donald G. Carder
Senior Consultant
Donald G. Carder (Senior Consultant) is a networking engineer, application and database developer with more than 30 years of practical experience. Working closely with clients, he provides strategic analysis to not only help clients identify the customized technology solutions they need but also help develop the policies and procedures necessary to ensure smooth ongoing operations. Guiding the process from start to finish, he helps demystify the experience, leading clients to deeper understandings of their capabilities. Over the course of his career, he has authored numerous policy and procedural guidelines and is widely respected in the community for his insight and sound analysis.
In addition to his work in technology, Donald is a published writer of both fiction and film criticism.
Jessica Hood
Senior Consultant

Jessica Hood is a Senior Consultant at Just-Tech with over five years of experience working with LegalServer and more than a decade in the nonprofit sector. She specializes in case management system improvements, with a focus on LegalServer configuration and report building. Jessica partners with legal aid organizations to design and implement solutions that align with operational workflows and compliance needs. She also delivers customized LegalServer training to ensure long-term client success.

Before joining Just-Tech, Jessica served as Director of Grants at Texas RioGrande Legal Aid, where she co-administered LegalServer and led a team overseeing grant management and institutional fundraising. At TRLA, she worked to design and implement or improve processes for eligibility screening, data collection, compliance and reporting for a variety of grant programs, including LSC, IRS Low Income Taxpayer Clinic, VOCA/VAWA, and ERAP. Prior to TRLA, Jessica worked in various roles in fund development at the Center for Employment Opportunities (CEO), a national workforce reentry nonprofit, in New York City. She began her career as an AmeriCorps VISTA in Baltimore, Maryland, with Reading Partners, providing fundraising and operational support for a volunteer-based K-4 literacy program.  She holds a Bachelor of Science in Foreign Service from Georgetown University.

Rucha Tandel
Senior Consultant

Rucha has spent over a decade in the legal services field, dedicated to enhancing access to justice through the strategic use of technology and streamlined organizational processes. With extensive experience leading document management initiatives, LegalServer improvement and integration projects, and conducting business process analyses related to case management and intake systems, Rucha brings a thoughtful, solutions-oriented approach to legal operations. Her work empowers legal teams to operate more efficiently and serve clients more effectively.

Brittany Armstrong
Project Manager

Brittany Armstrong is a Project Manager with expertise in leading cross-functional teams to design, develop, and deploy production-grade AI/ML solutions. She has managed large-scale technology initiatives across corporate and nonprofit sectors, most recently driving IT modernization projects at Just-Tech LLC and previously leading AI/ML research projects at Capital One. At Just-Tech, Brittany has led Microsoft 365 and Azure migrations, Windows Server and desktop upgrades, and enterprise implementation projects and workflow automation tools. She holds advanced training in UX/UI design, data analytics, and AI development.
